Power Off problem

I have problem with Power button on my RS-918. When I connect power connector to the radio Transceiver powered on without Power button. And when when I press power button to turn off the transceiver it does not power off. I have measured voltage on pin 2 of U3 (LM2941CT)/ when transceiver On voltage is 0.2 v, when I press Power button to off the transceiver voltage raise to 2.97 v. But transceiver does not power off. Need to remove power connector to turn off the transceiver. Can anybody to help me to solve this problem? Thanks.

Yes, I have install latest software. Nothing change.
