Measurement failure.
Dimming is done via pulse driving of LCD backlight. If your measurement equipment reacts on the pulses it shows "nonsense".
I have just done measurement, too: full brightness against lowest brightness differs 50mA (of course dimmed brightness does have lowest power consumption).
Most cheap chinese digital measurement equipments are easily to confuse using pulsed current/voltage. The precise way is to use an old analogue instrument ::) (or an expensiver digital one).
