 | Setting up a radio, 5 watts out all ok. Full power out is strange,
 increasing the drive past 5 watts and the power comes back down.

 Regarding your TX problem: follow the signal using a scope. Start at the TX mixer output. Signal will start to cripple at some stage in TX chain. This can be many reasons: bad soldering, defective parts (semiconductor, inductor), wrong parts (wrong wound transformers, wrong inductor in BPF).
 
 You must take a look at the signal...

 | Thanks Andreas, Turned out to be faulty relay.
 Relay would change state after a few seconds of powering the radio on.

 | I agree. But it is possible to locate even very strange things by logical approaches (best with digital answer possibilities yes/no). Now you can step forward until you reach the black hole where strange things happen ;D
